Missing chopper wreckage found, all crew members feared dead

ITANAGAR, Jul 5: The wreckage of the Indian Air Force, Advanced Light Helicopter (ALH) Chopper-350, which went missing while on a rescue operation on Tuesday just after taking off from Silputu Helipad at Sagalee, was reportedly found at Sopho Yuha four kilometers away from Hostallam village under Borum Panchayat in Papum Pare district.  

Pilots Wing Commander M S Dhillon, Flight Lieutenant P K Singh and Flight Engineer Sergeant Gujjar, accompanied by IRBN personnel Nada Umbing are all feared dead.

Sources said that two bodies are identifiable and other two were charred beyond recognition. It said that the chopper plunged into an inaccessible deep gorge in the Sopho Yuha area.

The missing chopper was on a rescue mission to airlift stranded passenger from Seppa at Sagalee. It had successfully airlifted most of the stranded passenger before it went missing.  It is said that the chopper hurriedly took off from Silputu Helipad at Sagalee around 3.48 PM without airlifting remaining passengers and lost contact with Air Traffic Control, Tezpur just minutes after taking off.

Sources informed that the wreckage of the helicopter was located by locals, who volunteered in the search operation.  One Nabam Tania of Nyorch Village and Gyamar Piya of Hostallam Village were the first who located the wreckage around 3.30 PM today. They were accompanied by members of Borum Panchayat Youth Association.

Two search teams were deployed towards the reported locations. One team led by Papum Pare SP, Tumme Amo, comprising 63 personnel from PTC and 17 personnel from ITBP and medical team conducted search operations from Hostallam village, while the second team led by Deputy SP, Dr Neelam Nega with 61 personnel from PTC and 10 local youths led by Gyamar Bharat with GPS and WT set from Nyorch -Yupia side.  

Meanwhile Deputy Commissioner Papum Pare requested the NDRF to deploy one platoon of NDRF personnel along with equipments for assisting the rescue team of ITBP and police personnel.

Further, SP Tumme Amo also thanked the 37 locals who spotted the wreckage. "They were very helpful in negotiating the terrains," he said.

The retrieving team comprising of Papum Pare police personnel, IAF Personnel, NDRF and local volunteers will leave for the located spot at Sopo Yuha at the first light of the day on July 6.

AIGP (E) and SP Papum Pare are monitoring the retrieving team.

 

 

 

Landslide washes away house in Daporijo

DAPORIJO, Jul 5: Rain-triggered landslide washed away a dwelling house at Abotani Colony on Tuesday night in Daporijo Township.

The rains also flooded most parts of Daporijo Township as flood water entered into several houses in various colonies, several government offices and market places in Daporoji, with Gandhi Market and New Market areas being the worst affected.

Landslide also severely damaged the Daporijo-Dumporijo road.

The district administration has alerted the riverside dwellers, including Tanium Putu, Abotani, Sigin, Dildi, Polo, Bokpi, Genchi and Lidu colonies to take utmost care and precaution to avoid any disastrous situation during this monsoon.

 

 

 

Lady left homeless after DA demolish home, DC named in complaint

TEZU, Jul 5: Dangtupsi Malo, about 60 years of age has been rendered homeless after she was evicted from her home by the Lohit District Administration.

The lady's three room semi-concrete house was demolished on June 15 initiated reportedly under the purview of the Arunachal Pradesh Public Premises (Eviction of Unauthorized Occupants) Act, 2003.

The plot of land under Dag No.287 under Tezu Township is said to have been allotted to the Airport Authority of India (AAI), while Dangtupsi Malo, who is a person with disability claims that she had been in possession of the four acres of land for the last 25 to 30 years near Airfield, Tezu.

The land management department had in 2010 declared the plot of land as disputed and the matter was sent to the court of the Estate Officer, Tezu. The case was never disposed off said the victim and her family.

During the eviction drive and demolition of the lady's house on June 15, the Deputy Commissioner Danish Ashraf was also present even though he is the Appellate Authority of the Act under whose provisions the drive was initiated.

However, SI K L Pertin of Tezu P S, who is  the investigating officer of the case after the registration of the FIR lodged by the complainants on June 16 said that the Deputy Commissioner could have been there as the District Magistrate to oversee the maintenance of law and order under his jurisdiction.

A complaint, in which the DC has been named, was lodged by Dangtupsi Malo at the Tezu Police Station on June 16, but as it was not registered, she again submitted applications to the Superintendent of Police on June 19 and 27.

Even after that the police failed to register the FIR, compelling the complainants to seek intervention of the courts. Thus, an application was filed in the court of the Chief Judicial Magistrate at Roing, Lower Dibang Valley district on June 28 and subsequently on June 29, and the Chief Judicial Magistrate cum Civil Judge (Sr. Division) has questioned the police action.

Further, the court also observed that the conduct of the police authorities amounts to dereliction of the duty as well as violation of laid down procedure of law.

The SP and OC were directed to register the case on the strength of the FIR  and DIGP, Eastern Zone, Namsai was directed to ensure fair investigation of the case.

On June 30, the FIR was registered in which Lohit Deputy Commissioner, Danish Asraf, staff and police personnel, who were part of the eviction drive, have been named.

In the FIR, the complainant had stated that on June 15, a team lead by Ashraf had forcefully dragged out the occupants of the house and took them to the police station where they were confined from 1:30 PM to 7 PM without any reason or warrant, though police claims to have done it as preventive detention.

The house was demolished in absence of the owners and no inventory or seizure list was prepared though a few things were handed back by an Extra Assistant Commissioner of the DC's office.

When asked about the progress of the case, Eastern Zone DIGP, Apur Bitin said that investigation was going on and all aspects of the case will be investigated.

The lady after her house had been demolished has been left a destitute and no one has ever considered checking her well being and whereabouts after her dwelling house had been reduced to rubble.

 

 

 

Govt cancels department JE interview

ITANAGAR, Jul 5: In a major blow to the Rural Works Department (RWD), the state government on Wednesday has cancelled the proposed interview of junior engineers of RWD and recruitment would be made through Arunachal Pradesh Public Service Commission (APPSC).

This was confirmed by RWD link Secretary Dr Joram Beda here this evening.  

Dr Beda informed The Arunachal Times that the decision to cancel the proposed interview was taken on the directives of Chief Minister Pema Khandu.  The RWD floated an advertisement of 65 junior engineer posts in February last, and scheduled to conduct written tests on July 8 and 9, 2017.  

The departmental sources informed that Chief Minister Pema Khandu has decided to strike down the scheduled interview after serious allegations surrounding it.

The RWD in its notification issued here this evening also stated that written test examination for the post of JE (Civil) as fixed on mentioned dates has been  postponed  due to administrative reasons.

Meanwhile, the state BJP has welcomed the decision of the state government to revoke the earlier notification related to examinations of the engineers in various departments.

Stating that such timely decision would go a long way in re-building trust and faith amongst the youths on government and governance, state BJP President Tapir Gao said, "Our government will do all that is required to rebuild the Arunachal society, which had witnessed erosion of credibility. In that journey we solicit everyone's cooperation."

 

 

 

 

AAPSU stresses on quality education

ITANAGAR, Jul 5: The All Arunachal Pradesh Students' Union (AAPSU) in an interactive and coordination meeting with the Department of Education discussed ways and means to improve the quality of education.

Presided over by Under Secretary (Education) Likha Teji, the directors from various departments highlighted the facts and figures of the education scenario in the state and recent CBSE results.

As per the feedback given by all the directors and representatives, the greatest and overriding challenge faced by the Education Department was the lack of manpower, both teaching and non-teaching staff. They informed that the department also lacks infrastructure.

The Engineering Wing, represented by the Executive Engineer highlighted the ongoing projects and also the master plans of the department.

Emphasizing on the importance of quality education, AAPSU President Hawa Bagang called for boosting morale of the teachers by providing all the basic facilities, like accommodation, economic benefit and logistic supports so that they can discharge their duties.

"The government should make sure that the teachers are given regular salary and material benefits," he said.

General Secretary Tobom Dai highlighted the AAPSU's 17-point demand charter submitted to the state government.

Stating that the Union welcomes the state government's initiative for rationalisation of teacher, he opined that such initiatives should be free from political interference. The AAPSU leader also called for regular payment of salary, particularly to the SSA and RMSA teachers.

The Union also placed its opinion to the department for creation of separate and independent Commission for recruitment of teachers to ensure that qualified teachers are only recruited. The AAPSU also stressed on regular disbursement of stipend to the students, adequate supply of textbook, reintroduction of retention policy for quality education, proper functioning of SCERT.

Representative from K-Yan Company also presented the ABC's of smart class.

The meeting was convened after the AAPSU had written to state government to hold a state level meeting of the Education Department to know the major challenges and understand the problem faced by the Department.

Among others, the meeting was attended by the Director of Secondary Education, Director of Elementary Education and OSD to Higher & Technical, Deputy SPD, Executive Engineer, Engineering Branch Education and representatives from Directorate of Education and other officials of the department.

 

 

 

District administration takes measures to maintain law and order

ITANGAR, Jul 5: The Capital Complex Administration has taken various measures to maintain law and order and to contain road rage in the state capital.

The administration, along with the police would be conducting naka checks at various points and locations within Capital Complex at least thrice in a week to check drunk driving, riding two wheelers without helmet, triple riding, vehicles without registration plate, under-age driving and over speeding, etc. Violators would be penalized under appropriate sections of the Motor Vehicle Act.

Deputy Commissioner Prince Dhawan opined that one of the major causes of law and order problem remains road rage.

The Deputy Commissioner through an executive order instructed the Superintendent of Police to make necessary arrangements immediately to conduct checkings.

The identified locations are Gohpur Tinali, Ganga (opposite to RK Mission Post Office), 6 km Mithun Gate and Niti Vihar Tinali, Itanagar, while in Naharlagun checking would be conducted at Bage Tinali, Kankar Nallah and Yupia Tri Junction.  

The DC also directed to conduct regular night patrolling to keep strict vigil on anti- social elements. (DIPRO)

 

 

 

Arunachal celebrates Dree festival

ITANAGAR, Jul 5: The Dree festival got off to a colourful start across the state.

At Ziro, Union Minister of State for Home Affairs, Kiren Rijiju joined the Golden Jubilee Dree festival celebration.

Addressing the huge festival revellers, Rijiju called for preservation and promotion of old age traditions.

"Our culture is our identity and we should strive to preserve it in all possible manners. Let us be modern in our thoughts, but still be rooted to our traditions." Rijiju said and called upon the youngsters studying outside the state and abroad to be in touch with the cultural root.

Lauding the Apatanis for impeccably preserving the age-old cultural landscape and traditions, the Minister also assured to propel Ziro in the forefront of cultural tourism.  He further announced that a multipurpose cultural activity center will be coming up at Ziro shortly.

Seeking public support to accelerate developmental activities, Rijiju said "We need planned development and unified efforts of all the sections of the society cutting across all the political parties, departments, NGOs and the public to realize  the dream of greater and prosperous Arunachal."

Rijiju, however, expressed dismay over the delay in construction of TAH between Potin to Godak due to the compensation issues. He requested the three MLAs of the district and the district administration to work out the disbursement of the compensation immediately after the festivities conclude.

As a gift to the Ziro Valley on the occasion of the golden jubilee celebrations, Rijiju committed to facilitate Rs 86 crore Pange River project, which will cater to the increasing demand of water supply in the twin township of Ziro-Hapoli, reconstruction of Gyati Takka General Hospital, a Rs 12 crore rain water harvesting project, Community hall for the Goan Buras and Apatani Youth Association.

He also donated Rs 5 lakh to the festival committee as a token of appreciation.

Education Minister, Honchum Ngamdam also called upon all the people to preserve and promote their culture. "Culture is a way of our life, we are nobody without it," he added.

Earlier, the pioneers and founding members of Dree, namely, Lod Kojee, Gyati Challa, Khoda Pussang, Rubu Konyan, Lt Michi Tatung, Lt Tailyang Konyan, Lt Millo Kacho and Lt tage Tade were felicitated.

A colourful display of cultural programme and the famous Penn procession of the Murung festival were the highlights of the inaugural programme.

Later at Lempia Village, Rijiju flagged off an ambulance for PHC Raga.

ITANAGAR: In the Capital, the main celebrations began on Wednesday at the Dree ground in Itanagar with a host of cultural programmes.

Attending the Dree festivities here, Minister for Urban Development, Nabam Rebia assured financial assistance to upgrade the Capital Complex Dree ground.

Welcoming Bollywood actress Zeenat Aman on behalf of the state government, Rebia appealed to her to shoot more films in Arunachal Pradesh since the state is covered with natural scenic beauty.

"The state is lacking in infrastructure, but under the leadership of Chief Minister Pema Khandu, the state is trying to promote the film industry within the state and would be highly developed in all spheres in the years to come," said Rebia.

Expressing his gratitude to the Apatani community of the state for preserving and protecting their tradition and culture, Rebia further called on the Apatani community to be a source of motivation for the rest of the communities of the state in preserving and protecting tradition and cultural.

Attending the programme as guest of honour, Zeenat Aman also appreciated the energy, grace and beauty shown by the performers.

"I wish we could share the beauty of the vibrant culture and traditions of the Apatnis with the country and the rest of the world. The state and its people are beautiful and we need to bring the beauty of the state to the world", she added.

A few food and crafts stalls, along with a state legal service stall were also set up.

The Arunachal Pradesh State AIDS Control Society, Director of Health Services, Naharlagun, in association with the Capital Complex Dree Celebration Committee and Arunachal Vivekanda Yuva Shakti also organized a blood donation camp at Dree Ground, Papu Nallah. In all, 35 units of blood were collected by the blood bank staff of TRIHMS, Naharlagun.

At Tezu, the Golden Jubilee Dree festival was celebrated with great pomp and gaiety on Wednesday.

Speaking on the occasion, Lohit Deputy Commissioner, Danish Ashraf urged the tribal communities to preserve their rich cultural heritage. He also emphasized on the need of tree plantation programmes as one of the vital agenda while celebrating festivals as the tribal roots are very closely associated with nature.

Sunpura ZPM B Tega stressed on promoting peaceful co-existence amongst various tribes residing in the district.  

At Roing, the Apatani community residing in the Lower Dibang Valley district celebrated Dree festival with much romp and gaiety at the Multipurpose Hall, Roing.

Addressing the gathering, MLA Mutchu Mithi called upon the people of the Apatani community to shoulder responsibility as one of the most advanced communities for all-round development of the state.

ZPM Bukkong Starson Saring also glorified the Apatani tribe for being one of the most progressive tribes of Arunachal.

Cultural performances, felicitation of meritorious students were other highlights of the celebration.

Among others, Dree Festival Celebration Committee Roing 2017 General Secretary, Kalung Aka also highlighted about the importance of the festival.

At Hong, the 28th Hong Dree Festival was celebrated with joy and pomp at Hanoko.

Attending the programme, Home Parliamentary Secretary, Pani Taram said that he was glad to be with the people of Hong village, the 2nd largest tribal village of Asia with population of 7500 as per 2011 census.

Appreciating the celebration of Dree in systematic manner, he urged all the senior citizens of the village to tell the youngsters about the mythology of Dree to inculcate the sense of responsibility to preserve culture and the significance of performing Dree rituals for wellbeing of mankind, in addition to a bumper harvest.

He also informed about the various flagship schemes of the centre and state governments, besides advocating for agri and allied activities.

He also assured to sanction a boundary wall for Government Secondary School, Hong.

Later, the Dree mythology was recited by Tapi Takha.

 

 

 

 

Gorkhas stage rally in support of Gorkhaland

TEZU, Jul 5: Thousands of Gorkhas from Lohit, Namsai, Changlang and Anjaw districts assembled at Jubilee Ground, Tezu on Tuesday to stage a peaceful rally in support of the ongoing demand at Darjeeling for creation of a separate state of Gorkhaland.

 The rally was organized under the joint banner of the Himalaya Samaj Kalyan Samity (HSKS), Hamro Swabhiman, Indira Gandhi College Students' Union and All Arunachal Pradesh Gorkha Welfare Association.

Over 3000 people of all ages participated in the peaceful rally, which started from the Jubilee Ground and culminated in the same place after passing through Tezu Township.

Addressing the mammoth crowd at Jubilee Ground, HSKS Tezu President, Dhruba Gurung informed that the rally has been organized to show unanimous support of the Gorkhas of Arunachal Pradesh towards the demand for Gorkhaland, and to express displeasure and resentment over the atrocities being meted out to the peaceful protesters in Darjeeling.

He also said that the land of Darjeeling never belonged to Bengal and it was only after independence of India in 1947, that Darjeeling was merged with Bengal.

"Prior to that, consequent to the Anglo-Nepalese war of 1814-1816, Darjeeling was annexed by the East India Company from Nepal and made an independent administrative province under the Indian Union. Thus the allegation that Gorkhas are refugees from Nepal is baseless, since we 'came with the land'", he said.

"The demand for Gorkhaland is not a separatist movement, but a quest for identity of the Indian Gorkhas", Gurung added. (DIPRO)

 

 

 

 

Longding gets Krishi Vigyan Kendra

LONGDING, Jul 5:  The Indian Council for Agriculture Research has sanctioned one Krishi Vigyan Kendra in Longding.

Once the Krishi Vigyan Kendra is established in Longding, it will not only provide technical training to the villagers but will also act as a regional center for excellence in promoting Agriculture Based Education, said an official release.

Longding Deputy Commissioner, Himanshu Gupta informed that people of Niaunu Village have donated 50 acres close to Tissa River, which is a very fertile piece of land suitable for establishing KVK.

He also informed that due to good coordination between KVK team, district administration and Land Management Department, Itanagar, all the documents and LPC were issued within a span of four months.

Apart from other infrastructure, KVK Longding will have a dedicated farmer's hostel and specially designed demonstration units catering to the area.

Commissioner Finance, Ashish Kundra has suggested that KVK Longding should be developed as a regional center of excellence so that it disseminates latest agri-technological solutions not only for Longding but for entire Tirap, Changlang and Longding (TCL) region.

Longding MLA, Pumau Thanwang Wangham has informed that the public of Longding will provide full support in establishment of KVK in Longding. He also informed that the strengthening of road to proposed KVK site will also be taken up either under CRF or any other development scheme.

Earlier, the Government of India had already sanctioned one Kendriya Vidyalaya School in Longding.

ITANAGAR, Jul 5: Young diver from Arunachal Yukar Tache won two bronze medals in the one metre main platform and one metre Spring Board events in the 34th Sub-Junior and 44th Junior National Aquatic Championship, which were held in Pune, Maharashtra from June 28 to 30, informed Arunachal Amateur Aquatic Association.

 

 

 

AASSATA against CTET, APTET qualifications

ITANAGAR, Jul 5: The All Arunachal Sarva Shiksha Abhiyan Teachers' Association (AASSATA) on Wednesday expressed displeasure on the statement of the Chief Minister that the regularization of SSA teachers will depend on those who have cleared the CTET or APTET.

Citing the NCTE notification of 23rd August 2010 that CTET or APTET is only a criterion to appear in the teachers' interview, the AASSATA said that in-service SSA teachers are well trained and possess the requisite qualifications owing to years of experience in the teaching profession.

However, the AASSATA appreciated the Chief Minister's assurance to regularise SSA teachers in phase-wise manner.

 

 

 

Training on solar fish drying method

PASIGHAT, Jul 5: The Agricultural Technology Management Agency (ATMA), East Siang, in collaboration with the Krishi Vigyan Kendra, College of Horticulture and Forestry, Pasighat on Wednesday organized daylong skill development training cum demonstration programme on 'Low Cost Solar Fish Drying Method' for the farming community of Mebo.

The objective of the programme was to acquaint the framers on hygienic methods of fish preservation.

Speaking on the occasion, Subject Matter Specialist, Fisheries, S M Hussain highlighted the need for a balanced diet and importance of integrated farming to reduce malnutrition, enhancing food security and income generation. He also stressed on the slogan of "grow locally and think globally" to the trainees.

Training cum demonstration on the methods of construction of low cost solar dryers and process of fish drying was demonstrated to progressive farmers. The low cost solar dryer can be constructed by utilizing locally available materials like bamboo, wood, and white or black polythene sheets.

During the programme, 44 progressive farmers were trained about the procedure of fish preservation by using salting and sun drying methods in a hygienic way.

At the end of the programme, four units of low cost solar dryers were distributed to four groups of farmers of Mebo block by the Deputy Director Agriculture (Training).

 

 

 

CM, orgs mourn Kulo's passing

ITANAGAR, Jul 5: The Chief Minister has mourned the death of former member of the Arunachal Pradesh State Commission for Women, Yapi Doni Kulo, who passed away on Tuesday.

'Late Kulo will be forever remembered for her unprecedented role in the cooperative movement of Arunachal Pradesh with her Kadorna Welfare Centre, that empowered and cared for women in need. She gave her heart and soul to the Center and worked to uplift women till her last breath', the Chief Minister said.

The Arunachal Pradesh State Commission for Women (APSCW) also said that the void created by her death will be difficult to fill.

While conveying heartfelt condolence to the bereaved family, the APSCW in a message said, 'Kulo was a dedicated woman activist, who rendered selfless services for the betterment of the society'.

The APSCW members observed two minutes silence as mark of respect to the departed soul.

The Arunachal Pradesh Congress Committee (APCC) and Arunachal Pradesh Mahila Congress Committee (APMCC) also deeply mourned the demise of Kulo.

In its condolence message, the APCC described her as a lady of principle and discipline, who made remarkable contribution for the welfare of the girl child, womenfolk and under privileged as a dedicated Congress party worker and social activist.

Kulo also served as general secretary of APCC.

Both APCC and APMCC termed Kulo's demise as an irreparable loss to the party and women society.

The rank and file of APCC and APMCC in a condolence meeting here observed two minutes silence as mark of respect to the departed soul.

 

 

 

Puroik students felicitated

ITANAGAR, Jul 5: Students belonging to the Puroik community, who have excelled in classes X and XII examination, were felicitated in a function organized by the All Puroik Students Union (APSU) and sponsored by the Arunachal Pradesh Society for Education and Development.

The students were presented medals and certificates of appreciation, along with commendation certificates.

Also attending the programme, Capital Complex Deputy Commissioner, Prince Dhawan spoke about the importance of education. "Education is the medium through which we can dream of a better future and work towards achieving it," he said.

Informing about various schemes introduced by the government for the unemployed youths of the state, he suggested them to take advantage of these schemes, for which he assured assistance.

APSED Chairman, Vijay Sonam urged the student leaders to always keep education as priority in their agenda. Stating that education has helped overcome many social evils in the society, he urged the leaders of the community to give importance to education to bring members of the community to the forefront. He also advised the unemployed youths to make best use of various trainings provided for skill development.

Principal, HMs urged for dedicated service

PASIGHAT, Jul  5: East Siang Deputy Director of School Education (DDSE) Jongge Yirang urged the secondary school Principals and Headmasters to render dedicated service to ensure quality education.

Addressing a coordination meeting of the headmasters and principals of government secondary and higher secondary schools at Pasighat recently, the DDSE urged the school heads to maintain closer coordination with the Education Department and submit performance reports on time.

The DDSE observed that 'No Detention Policy' in the primary and secondary schools is adversely affecting the education system. He informed that the state government is all set to move Human Resource Development Ministry to repeal the system.

East Siang Deputy Commissioner Tamiyo Tatak, who chaired the meeting, urged the principals and headmasters to report any shortfall to the district administration.

Many issues pertaining to ongoing secondary education system, including analysis of CBSE results, games & sports, literary activities, percentage of attendance of the students and beautification of schools premises came up for discussion during the discussion.

Moreover, shortage of post graduate teachers, subject teachers, lack of awareness among parents and low attendance of the students and withdrawal of 'detention' in classes were blamed for poor performance in examination.

 

 

 

Govt urged to release pending pensions

ROING, Jul 5: The Parbuk BoliK Anchal Samity of Lower Dibang Valley district appealed to the government for early release of long pending widow and old-aged pensions.

Highlighting the hardships faced by widows, old-aged and handicapped people, Parbuk Bolik ASM Joseph Pertin, in a release, informed that these under privileged people were not getting their pensions regularly, allegedly due to apathy of the government.

According to the ASM, old-aged pension of 10 months of 2015-16 and old-aged and widow pensions of seven months of 2016-17 are still pending, while no assistance or pension has been provided or released to persons with disability under the Disabled Assistance Scheme during 2015-16.

He said that only three months pensions were released under the Disabled Assistance Scheme during the year 2016-17.

 

 

 

BJP leaders visit Regional Research Institute of Ayurveda

ITANAGAR, Jul 5: Team members of BJP Minority Morcha on Wednesday visited the Regional Research Institute of Ayurveda, Itanagar and discussed various issues concerning the institute cum hospital.

Minority Morcha state President Loku Sono, Secretary N R Choudary and Upper Subansiri district President Talar Pigio met Assistant Director Dr K K Brahma and other officials of the institute and discussed about delay in construction of the new building.

Provision of continuous water supply and few other issues, like construction of boundary wall at garden site located at 6 kilo, which is prone to encroachment and exploitation by outsiders was also discussed.

Sono said he will soon meet the Parliamentary Secretary and Minister Health and apprise them about the state of affairs.  

 

 

 

AKDDSU seeks posting of regular DRDA project director

ITANAGAR, Jul 5: The All Kra Daadi District Students Union (AKDDSU) has appealed to the state government for immediate posting of a regular Project Director of the DRDA at Kra Daadi district.

The newly created district is reportedly facing acute shortage of HODs in the district.

The AKDDSU strongly opposed the move to designate ADC, S Lowang as PD in-charge and questioned on how an administrative officer could hold the charge of PD.

 

 

 

Sportsperson felicitated

AALO, Jul 5: Sportspersons that brought laurels to the district in various games and sports competitions were felicitated in a function held in the conference hall of the Aalo Deputy Commissioner on Wednesday.

The district volleyball team members, who finished as runners-up in the HDMT trophy, winners of taekwondo in Khelo India and taekwondo competition at Bhutan were presented medals and certificates and prizes by Deputy Commissioner, Gamli Padu.

The Deputy Commissioner advised the players to take up sports seriously and professionally and grab job opportunities provided by the state government for meritorious sportspersons. (DIPRO)

 

 

 

Fish biodiversity & river ranching

YUPIA, Jul 5: The DFDO, Yupia conducted an awareness programme on technology and conservation of 'Fish Biodiversity & River Ranching' at Pare River under Sagalee Circle and Papum River under Sangdupota Circle on June 28 and 30 respectively.  

The concept of river ranching is to restock the depleting stock of fish in the river. During river ranching, 50,000 fishes were released into the river.  

The DFDO, Yupia requested the gathering to avoid blasting, electric fishing and poisoning and also to avoid fishing during breeding season, which is from April to September. (DIPRO)

 

 

UOAP writes to CM

ITANAGAR, Jul 5: The United Organisation of Arunachal Pradesh (UOAP) in a letter to the Chief Minister on Wednesday demanded that Home, RWD, Labour and Employment Minister cum  Chairman of  Arunachal Pradesh Building & Other Construction Workers Welfare Board (APB &OCWWB), Kumar Waii  be dropped from his Ministry.

The organization it its letter alleged the minister of his involvement in financial management as Board chairman and Labour and Employment Minister.

It further alleged deteriorating law and order situation in the state since the Minister assumed the charge of Home Ministry and further alleged that the Minister is also interfering in the functioning of the Arunachal Pradesh Police Housing Welfare Board.

Rising case of road rage

The incidents of road rage in capital complex is increasing exponentially. Last week a youth was seriously injured after one person opened fire following a road rage incident at Ganga market, Itanagar. This is not an isolated incident. Many such incidents of people taking out gun even for petty issues regularly takes place in capital region. But it never gets reported in media. Today it looks like almost every citizens owns a gun be it legally or illegally.  Police need to strongly crackdown against those possessing illegal arms.

It is believed that underground elements from neighbouring Assam and Nagaland are the biggest source of illegal weapon entering state. Arunachal police should destroy this network of criminal gangs who supply illegal arms. They should develop close coordination with their counterpart from Nagaland and Manipur to target this criminal network. Also traffic awareness campaign should be launched in large scale to educate citizens about the basic rules of traffic.   Traffic checking should be intensified and strong action should be taken against those who violate traffic rules. However, traffic checking should be continues process and should not be done only when some incidents take place. Such kind of measures will considerably reduce the incidents of road rage.

Lets walk the walk

Dear Editor,

Women Empowerment has been discussed so much in almost every forum and every possible live event that it seems a challenge to write something new and relevant on it. Hence, it’s human empowerment for me.

Surprisingly, as per Old English Etymology, the word “man” means “a thinker” or “to have a cognitive mind” and it was used with no reference to gender, i.e., for male and female both. As the civilisations changed, the meaning changed too and today we use men and women, male and female to categorize the humans. It is important for me to refer to these details because the premises on which I am proposing the ideas of women empowerment solely lays on it.

What do we have achieved so far?

After 68 years of independence, we do have the framework and constitutional rights in place for women to ensure the upliftment and better life for them. The only place we lack is the implementation of the same to every nook and corner of India. The challenge also lies in being the largest democracy with varying religious beliefs and the tribal population who are yet to see the light of knowing their rights well. No other country in the world has such a variation at almost every hundred square kilometers and thus the issues we face in implementation can only be analysed by us. But we are trying and we will achieve. What about training the religious leaders and the youth in the right direction? It is a challenge, but we must try it.  

Education for Women:

“If you educate a man you educate an individual, but if you educate a woman you educate a family (nation)” – Dr. James Emmanuel Kwegyir-Aggrey.

His purpose of quoting this was to encourage girls and their parents for education in Africa and it definitely signifies the social and economic benefits of educating a girl child. Right to education to the girl child was introduced to ensure the complete enrollment of the children but the drop-out rates are staggering. The reasons ranging from early marriage, non-supportive parents, unhealthy sanitary conditions, eve teasing, overcrowded classrooms, teacher’s absenteeism and lack of basic facilities and infrastructure in the schools. Thus, the foremost need is to provide the basic minimum infrastructure and safety. Wouldn’t it be a great idea to make it compulsory for all the members of parliament to enroll their children in the government schools of their constituency? After all, you are the elected members of the government to represent us and work for our betterment so show us the way.  

Quality of Education:

The failure in PISA (Programme for International Student Assessment) was an eye-opener for all of us if we seriously wish to take it constructively. We definitely need to assess the quality of education provided to our children. What is the point of wasting 6-8 hours in a school, if a child remains unemployed after the so-called education imparted in schools? Instead, we must think of localizing and redesigning the curriculum to address the issues of that area. Introduction of life skills is one of the ways to ensure that the girls are empowered. Those who already have been the victims of child marriage can be at least given lessons in essential home management, health care and child-rearing in the school itself. Also, boys should equally be educated and empowered in understanding the family dynamics and respect for the girl/woman through value-based curriculum. Keeping in mind the patriarchal system of our country, we must take initiatives in creating awareness amongst families about the changing dimensions of the modern society. How do you expect from a boy of 8-10 years old to respond differently when he has been brought up with the statements like, “you are the boy of the family, our heir; you have to bear the responsibility for the whole family, so on and so forth. Aren’t we giving them the unnecessary burden at an early stage? Moreover, when they see the flamboyant side of women liberation through media, the conflicts in following the values arise. When you are talking about equality, let’s talk the talk.

Unfounded biases against male

Dear Editor,

Though, it seems, many of us wouldn't like to admit the fact is that an average individual, a common man is not a law breaker or a criminal and for that matter, a rapist. He is just like the rest of us who is thinking of making easy money, is working for his family, loves children and respect women in general.

In fact, the whole life of a man is a life of sacrifice- be it losing his life protecting the country at some unknown locations along the borders, working under the most hazardous work environments like getting buried deep inside some unsafe coal mines, getting electrocuted almost always, pulling all the rickshaws even under the most scorching sun and what not.

For instance, when the Titanic sank in 1912 76% of women on board survived and only 20% men. For some of the readers who may still be confused, it's because of the fact that the men on board willingly choose to put the lives of their women and children over their own. If this is not love, if this is not sacrifice, what is? Nevertheless an average man is a despised man in our society. And for that matter despite all these, our society, our govt. lacks compassion for our boys and men. According to the National Crime Records Bureau even in India 70% of the suicide victims are men. In some countries this rate is 90% for men. But do we ever care? Suicide simply means that life must be harder, crueler on him than otherwise. But it doesn't matter to us at all. In fact even social media is filled with messages from boys saying, "Girls please don't commit suicide. Your life is precious." And they are the ones dying. It's rather hilarious to put plainly.

The bias against men and lack of compassion for men is so deep rooted that anybody who dares to speak up for them, even he/she is seen with uncanny suspicion. It's so strange! However, I hope that with changing times we also shed off such unfounded biases against the male members of our society and treat him also with respect and compassion which he deserves.

End of people friendly health insurance scheme

Dear Editor,

Finally, the much awaited closure letter of Cashless transaction of APCMUHIS arrived on 6.17pm IST, 3rd of July 2017. The closure letter brings the end of one of the best people friendly Health related Insurance scheme, Govt of Arunachal Pradesh had taken up since its creation. This sends a shock wave amongst the poor and needy citizens of our state, who were actually banking on this noble scheme to buy them out from health related issues. I have been witness to the miracles done with APCMUHIS. I have seen people making long queue to get their card registered and authenticated. I have been part of the team that helped poor people get operated under the Scheme without much financial burden.

I have been part of a unit that actually started cashless transactions, not charging even a penny for those packages that were evenly priced.

Most of health issues were negotiated without adding any financial burden for the citizens.

But due to lacklustre attitude of Government, DHS (TPA)pvt Ltd  and New India Assurance pvt Ltd, the much hyped yet people friendly project ran into hard water. And with shutters down the hope of recovery seems impossible right now.

Due to delayed payments and piling up of pending bills, today the liabilities of Government and NIA (p)Ltd  have run into crores and crores. Now, the question is who is going to pay the pending bills of Empanelled hospitals. Well, someone has to take the responsibility of buying out the sick empanelled hospitals. The state government needs to look into this as soon as possible, as it was Governments ambitious project.

In one instance, I happened to ask about nonpayment of pending bills to some officials of DHS (TPA) p Ltd and New India Assurance. Astonishingly they said, your government's is not paying us and that's the reason for delay.

Well, blame game is part and parcel of every misdeeds and I believe unprofessionalism and  too much result oriented ideas have brought APCMUHIS down to its knees.

Irrational delays and one-sided case rejections have added more miseries to the empanelled hospitals. In some instances Mumbai based DHS (TPA)P Ltd rejected so many cases in one go and that too without proper intimation or sending queries. If I recall correctly, their expert panels rejected those cases which they have cleared and paid in first quarter of business.

Moreover, these rejected cases were made known to us after a gap of 1 year or more than that.

In doing so , Pending bills have run into crores. It's almost been good 8-9 months we haven't received any payments from NIA (P) Ltd despite furnishing of all legal documents as per requirements and MOU and verbal appraisal .

As per MOU between DHS (TPA) P Ltd  and NIA (P)Ltd and Government of AP and service provider, the modalities of payments was DBT within stipulated 45 days from date of discharge of a beneficiary .And if payments was not made than,  interest would be enforced as per existing rules .

Therefore both the party should think of paying the pending bills or make off the court settlement as soon as possible and buy out the sick empanelled hospitals, keeping in mind the  future prospects of the Scheme.

Needless to say, APCMUHIS was people friendly but myopic approach, delay tactics, jingoism, and above all red-tapism have eaten up the whole project.

I hope Governments revive this people friendly project as early as possible.
