Missing chopper wreckage found, all crew members feared dead

ITANAGAR, Jul 5: The wreckage of the Indian Air Force, Advanced Light Helicopter
(ALH) Chopper-
Pilots Wing Commander M S Dhillon, Flight Lieutenant P K Singh and Flight Engineer Sergeant Gujjar, accompanied by IRBN personnel Nada Umbing are all feared dead.
Sources said that two bodies are identifiable and other two were charred beyond recognition. It said that the chopper plunged into an inaccessible deep gorge in the Sopho Yuha area.
The missing chopper was on a rescue mission to airlift stranded passenger from Seppa at Sagalee. It had successfully airlifted most of the stranded passenger before it went missing. It is said that the chopper hurriedly took off from Silputu Helipad at Sagalee around 3.48 PM without airlifting remaining passengers and lost contact with Air Traffic Control, Tezpur just minutes after taking off.
Sources informed that the wreckage of the helicopter was located by locals, who volunteered in the search operation. One Nabam Tania of Nyorch Village and Gyamar Piya of Hostallam Village were the first who located the wreckage around 3.30 PM today. They were accompanied by members of Borum Panchayat Youth Association.

Meanwhile Deputy Commissioner Papum Pare requested the NDRF to deploy one platoon of NDRF personnel along with equipments for assisting the rescue team of ITBP and police personnel.
Further, SP Tumme Amo also thanked the 37 locals who spotted the wreckage. "They were very helpful in negotiating the terrains," he said.
The retrieving team comprising of Papum Pare police personnel, IAF Personnel, NDRF and local volunteers will leave for the located spot at Sopo Yuha at the first light of the day on July 6.

Lady left homeless after DA demolish home, DC named in complaint

TEZU, Jul 5: Dangtupsi Malo, about 60 years of age has been rendered homeless after she was evicted from her home by the Lohit District Administration.

The plot of land under Dag No.287 under Tezu Township is said to have been allotted to the Airport Authority of India (AAI), while Dangtupsi Malo, who is a person with disability claims that she had been in possession of the four acres of land for the last 25 to 30 years near Airfield, Tezu.
The land management department had in 2010 declared the plot of land as disputed and the matter was sent to the court of the Estate Officer, Tezu. The case was never disposed off said the victim and her family.
During the eviction drive and demolition of the lady's house on June 15, the Deputy Commissioner Danish Ashraf was also present even though he is the Appellate Authority of the Act under whose provisions the drive was initiated.
However, SI K L Pertin of Tezu P S, who is the investigating officer of the case after the registration of the FIR lodged by the complainants on June 16 said that the Deputy Commissioner could have been there as the District Magistrate to oversee the maintenance of law and order under his jurisdiction.
A complaint, in which the DC has been named, was lodged by Dangtupsi Malo at the Tezu Police Station on June 16, but as it was not registered, she again submitted applications to the Superintendent of Police on June 19 and 27.
Even after that the police failed to register the FIR, compelling the complainants to seek intervention of the courts. Thus, an application was filed in the court of the Chief Judicial Magistrate at Roing, Lower Dibang Valley district on June 28 and subsequently on June 29, and the Chief Judicial Magistrate cum Civil Judge (Sr. Division) has questioned the police action.
Further, the court also observed that the conduct of the police authorities amounts to dereliction of the duty as well as violation of laid down procedure of law.
The SP and OC were directed to register the case on the strength of the FIR and DIGP, Eastern Zone, Namsai was directed to ensure fair investigation of the case.
On June 30, the FIR was registered in which Lohit Deputy Commissioner, Danish Asraf, staff and police personnel, who were part of the eviction drive, have been named.
In the FIR, the complainant had stated that on June 15, a team lead by Ashraf had forcefully dragged out the occupants of the house and took them to the police station where they were confined from 1:30 PM to 7 PM without any reason or warrant, though police claims to have done it as preventive detention.
The house was demolished in absence of the owners and no inventory or seizure list was prepared though a few things were handed back by an Extra Assistant Commissioner of the DC's office.
When asked about the progress of the case, Eastern Zone DIGP, Apur Bitin said that investigation was going on and all aspects of the case will be investigated.
The lady after her house had been demolished has been left a destitute and no one has ever considered checking her well being and whereabouts after her dwelling house had been reduced to rubble.
Govt cancels department JE interview

ITANAGAR, Jul 5: In a major blow to the Rural Works Department (RWD), the state government on Wednesday has cancelled the proposed interview of junior engineers of RWD and recruitment would be made through Arunachal Pradesh Public Service Commission (APPSC).
This was confirmed by RWD link Secretary Dr Joram Beda here this evening.
Dr Beda informed The Arunachal Times that the decision to cancel the proposed interview was taken on the directives of Chief Minister Pema Khandu. The RWD floated an advertisement of 65 junior engineer posts in February last, and scheduled to conduct written tests on July 8 and 9, 2017.
The departmental sources informed that Chief Minister Pema Khandu has decided to strike down the scheduled interview after serious allegations surrounding it.
The RWD in its notification issued here this evening also stated that written test examination for the post of JE (Civil) as fixed on mentioned dates has been postponed due to administrative reasons.
Meanwhile, the state BJP has welcomed the decision of the state government to revoke the earlier notification related to examinations of the engineers in various departments.

AAPSU stresses on quality education

ITANAGAR, Jul 5: The Dree festival got off to a colourful start across the state.
At Ziro, Union Minister of State for Home Affairs, Kiren Rijiju joined the Golden Jubilee Dree festival celebration.
Addressing the huge festival revellers, Rijiju called for preservation and promotion of old age traditions.
"Our culture is our identity and we should strive to preserve it in all possible manners. Let us be modern in our thoughts, but still be rooted to our traditions." Rijiju said and called upon the youngsters studying outside the state and abroad to be in touch with the cultural root.

Gorkhas stage rally in support of Gorkhaland
TEZU, Jul 5: Thousands of Gorkhas from Lohit, Namsai, Changlang and Anjaw districts assembled at Jubilee Ground, Tezu on Tuesday to stage a peaceful rally in support of the ongoing demand at Darjeeling for creation of a separate state of Gorkhaland.
The rally was organized under the joint banner of the Himalaya Samaj Kalyan Samity (HSKS), Hamro Swabhiman, Indira Gandhi College Students' Union and All Arunachal Pradesh Gorkha Welfare Association.
Over 3000 people of all ages participated in the peaceful rally, which started from the Jubilee Ground and culminated in the same place after passing through Tezu Township.

Longding gets Krishi Vigyan Kendra
LONGDING, Jul 5: The Indian Council for Agriculture Research has sanctioned one Krishi Vigyan Kendra in Longding.
Once the Krishi Vigyan Kendra is established in Longding, it will not only provide technical training to the villagers but will also act as a regional center for excellence in promoting Agriculture Based Education, said an official release.
Longding Deputy Commissioner, Himanshu Gupta informed that people of Niaunu Village have donated 50 acres close to Tissa River, which is a very fertile piece of land suitable for establishing KVK.
He also informed that due to good coordination between KVK team, district administration and Land Management Department, Itanagar, all the documents and LPC were issued within a span of four months.

Training on solar fish drying method
PASIGHAT, Jul 5: The Agricultural Technology Management Agency (ATMA), East Siang, in collaboration with the Krishi Vigyan Kendra, College of Horticulture and Forestry, Pasighat on Wednesday organized daylong skill development training cum demonstration programme on 'Low Cost Solar Fish Drying Method' for the farming community of Mebo.
The objective of the programme was to acquaint the framers on hygienic methods of fish preservation.
Speaking on the occasion, Subject Matter Specialist, Fisheries, S M Hussain highlighted the need for a balanced diet and importance of integrated farming to reduce malnutrition, enhancing food security and income generation. He also stressed on the slogan of "grow locally and think globally" to the trainees.
Training cum demonstration on the methods of construction of low cost solar dryers and process of fish drying was demonstrated to progressive farmers. The low cost solar dryer can be constructed by utilizing locally available materials like bamboo, wood, and white or black polythene sheets.
During the programme, 44 progressive farmers were trained about the procedure of fish preservation by using salting and sun drying methods in a hygienic way.
At the end of the programme, four units of low cost solar dryers were distributed to four groups of farmers of Mebo block by the Deputy Director Agriculture (Training).
CM, orgs mourn Kulo's passing
ITANAGAR, Jul 5: The Chief Minister has mourned the death of former member of the Arunachal Pradesh State Commission for Women, Yapi Doni Kulo, who passed away on Tuesday.
'Late Kulo will be forever remembered for her unprecedented role in the cooperative movement of Arunachal Pradesh with her Kadorna Welfare Centre, that empowered and cared for women in need. She gave her heart and soul to the Center and worked to uplift women till her last breath', the Chief Minister said.
The Arunachal Pradesh State Commission for Women (APSCW) also said that the void created by her death will be difficult to fill.
While conveying heartfelt condolence to the bereaved family, the APSCW in a message said, 'Kulo was a dedicated woman activist, who rendered selfless services for the betterment of the society'.
The APSCW members observed two minutes silence as mark of respect to the departed soul.
The Arunachal Pradesh Congress Committee (APCC) and Arunachal Pradesh Mahila Congress Committee (APMCC) also deeply mourned the demise of Kulo.
In its condolence message, the APCC described her as a lady of principle and discipline, who made remarkable contribution for the welfare of the girl child, womenfolk and under privileged as a dedicated Congress party worker and social activist.
Kulo also served as general secretary of APCC.
Both APCC and APMCC termed Kulo's demise as an irreparable loss to the party and women society.
The rank and file of APCC and APMCC in a condolence meeting here observed two minutes silence as mark of respect to the departed soul.

Principal, HMs urged for dedicated service

PASIGHAT, Jul 5: East Siang Deputy Director of School Education (DDSE) Jongge Yirang urged the secondary school Principals and Headmasters to render dedicated service to ensure quality education.
Addressing a coordination meeting of the headmasters and principals of government secondary and higher secondary schools at Pasighat recently, the DDSE urged the school heads to maintain closer coordination with the Education Department and submit performance reports on time.
The DDSE observed that 'No Detention Policy' in the primary and secondary schools is adversely affecting the education system. He informed that the state government is all set to move Human Resource Development Ministry to repeal the system.
East Siang Deputy Commissioner Tamiyo Tatak, who chaired the meeting, urged the principals and headmasters to report any shortfall to the district administration.
Many issues pertaining to ongoing secondary education system, including analysis of CBSE results, games & sports, literary activities, percentage of attendance of the students and beautification of schools premises came up for discussion during the discussion.

Fish biodiversity & river ranching
YUPIA, Jul 5: The DFDO, Yupia conducted an awareness programme on technology and conservation of 'Fish Biodiversity & River Ranching' at Pare River under Sagalee Circle and Papum River under Sangdupota Circle on June 28 and 30 respectively.
The concept of river ranching is to restock the depleting stock of fish in the river. During river ranching, 50,000 fishes were released into the river.

ITANAGAR, Jul 5: The United Organisation of Arunachal Pradesh (UOAP) in a letter to the Chief Minister on Wednesday demanded that Home, RWD, Labour and Employment Minister cum Chairman of Arunachal Pradesh Building & Other Construction Workers Welfare Board (APB &OCWWB), Kumar Waii be dropped from his Ministry.
The organization it its letter alleged the minister of his involvement in financial management as Board chairman and Labour and Employment Minister.
It further alleged deteriorating law and order situation in the state since the Minister assumed the charge of Home Ministry and further alleged that the Minister is also interfering in the functioning of the Arunachal Pradesh Police Housing Welfare Board.

Rising case of road rage
The incidents of road rage in capital complex is increasing exponentially. Last week a youth was seriously injured after one person opened fire following a road rage incident at Ganga market, Itanagar. This is not an isolated incident. Many such incidents of people taking out gun even for petty issues regularly takes place in capital region. But it never gets reported in media. Today it looks like almost every citizens owns a gun be it legally or illegally. Police need to strongly crackdown against those possessing illegal arms.
It is believed that underground elements from neighbouring Assam and Nagaland are the biggest source of illegal weapon entering state. Arunachal police should destroy this network of criminal gangs who supply illegal arms. They should develop close coordination with their counterpart from Nagaland and Manipur to target this criminal network. Also traffic awareness campaign should be launched in large scale to educate citizens about the basic rules of traffic. Traffic checking should be intensified and strong action should be taken against those who violate traffic rules. However, traffic checking should be continues process and should not be done only when some incidents take place. Such kind of measures will considerably reduce the incidents of road rage.

Women Empowerment has been discussed so much in almost every forum and every possible live event that it seems a challenge to write something new and relevant on it. Hence, it’s human empowerment for me.
Surprisingly, as per Old English Etymology, the word “man” means “a thinker” or “to have a cognitive mind” and it was used with no reference to gender, i.e., for male and female both. As the civilisations changed, the meaning changed too and today we use men and women, male and female to categorize the humans. It is important for me to refer to these details because the premises on which I am proposing the ideas of women empowerment solely lays on it.
What do we have achieved so far?
After 68 years of independence, we do have the framework and constitutional rights in place for women to ensure the upliftment and better life for them. The only place we lack is the implementation of the same to every nook and corner of India. The challenge also lies in being the largest democracy with varying religious beliefs and the tribal population who are yet to see the light of knowing their rights well. No other country in the world has such a variation at almost every hundred square kilometers and thus the issues we face in implementation can only be analysed by us. But we are trying and we will achieve. What about training the religious leaders and the youth in the right direction? It is a challenge, but we must try it.

Unfounded biases against male
Dear Editor,
Though, it seems, many of us wouldn't like to admit the fact is that an average individual, a common man is not a law breaker or a criminal and for that matter, a rapist. He is just like the rest of us who is thinking of making easy money, is working for his family, loves children and respect women in general.
In fact, the whole life of a man is a life of sacrifice-
For instance, when the Titanic sank in 1912 76% of women on board survived and only 20% men. For some of the readers who may still be confused, it's because of the fact that the men on board willingly choose to put the lives of their women and children over their own. If this is not love, if this is not sacrifice, what is? Nevertheless an average man is a despised man in our society. And for that matter despite all these, our society, our govt. lacks compassion for our boys and men. According to the National Crime Records Bureau even in India 70% of the suicide victims are men. In some countries this rate is 90% for men. But do we ever care? Suicide simply means that life must be harder, crueler on him than otherwise. But it doesn't matter to us at all. In fact even social media is filled with messages from boys saying, "Girls please don't commit suicide. Your life is precious." And they are the ones dying. It's rather hilarious to put plainly.
The bias against men and lack of compassion for men is so deep rooted that anybody who dares to speak up for them, even he/she is seen with uncanny suspicion. It's so strange! However, I hope that with changing times we also shed off such unfounded biases against the male members of our society and treat him also with respect and compassion which he deserves.

End of people friendly health insurance scheme
Dear Editor,
Finally, the much awaited closure letter of Cashless transaction of APCMUHIS arrived on 6.17pm IST, 3rd of July 2017. The closure letter brings the end of one of the best people friendly Health related Insurance scheme, Govt of Arunachal Pradesh had taken up since its creation. This sends a shock wave amongst the poor and needy citizens of our state, who were actually banking on this noble scheme to buy them out from health related issues. I have been witness to the miracles done with APCMUHIS. I have seen people making long queue to get their card registered and authenticated. I have been part of the team that helped poor people get operated under the Scheme without much financial burden.
I have been part of a unit that actually started cashless transactions, not charging even a penny for those packages that were evenly priced.
Most of health issues were negotiated without adding any financial burden for the citizens.
But due to lacklustre attitude of Government, DHS (TPA)pvt Ltd and New India Assurance pvt Ltd, the much hyped yet people friendly project ran into hard water. And with shutters down the hope of recovery seems impossible right now.
Due to delayed payments and piling up of pending bills, today the liabilities of Government and NIA (p)Ltd have run into crores and crores. Now, the question is who is going to pay the pending bills of Empanelled hospitals. Well, someone has to take the responsibility of buying out the sick empanelled hospitals. The state government needs to look into this as soon as possible, as it was Governments ambitious project.
In one instance, I happened to ask about nonpayment of pending bills to some officials of DHS (TPA) p Ltd and New India Assurance. Astonishingly they said, your government's is not paying us and that's the reason for delay.
Well, blame game is part and parcel of every misdeeds and I believe unprofessionalism and too much result oriented ideas have brought APCMUHIS down to its knees.

Moreover, these rejected cases were made known to us after a gap of 1 year or more than that.
In doing so , Pending bills have run into crores. It's almost been good 8-
As per MOU between DHS (TPA) P Ltd and NIA (P)Ltd and Government of AP and service provider, the modalities of payments was DBT within stipulated 45 days from date of discharge of a beneficiary .And if payments was not made than, interest would be enforced as per existing rules .
Therefore both the party should think of paying the pending bills or make off the court settlement as soon as possible and buy out the sick empanelled hospitals, keeping in mind the future prospects of the Scheme.
Needless to say, APCMUHIS was people friendly but myopic approach, delay tactics,
jingoism, and above all red-
I hope Governments revive this people friendly project as early as possible.
